Update on Simulated Emergency Test: Saturday, October 31"},"content":{"rendered":"<div class=\"D_F ab_CI Y_68F4 en_0 cdPFi_ZpQYvz H_6MGW W_6MGW lv_1IWXzk h_Z13pql2 h4_2d9T5e\"><\/div>\n<div class=\"I_52qC D_FY W_6D6F\">\n<div class=\"X_6MGW\"><\/div>\n<div class=\"msg-body P_wpofO mq_AS\">\n<div class=\"jb_0 X_6MGW N_6Fd5\">\n<div>\n<div id=\"yiv9161762963\">\n<div dir=\"ltr\">\n<div dir=\"ltr\">\n<div dir=\"ltr\">\n<div>\n<p class=\"yiv9161762963MsoNormal\"><b><span style=\"font-family: arial, sans-serif;font-size: large\">Update on Simulated Emergency Test: Saturday, October 31<\/span><\/b><\/p>\n<p>&nbsp;<\/p>\n<p class=\"yiv9161762963MsoNormal\"><b><span style=\"font-family: arial, sans-serif;font-size: large\">Note: October 28 SET is not taking place<\/span><\/b><\/p>\n<p class=\"yiv9161762963MsoNormal\"><span style=\"font-family: arial, sans-serif;font-size: large\"><a href=\"https:\/\/www.rac.ca\/update-on-simulated-emergency-test-saturday-october-31\/\" target=\"_blank\" rel=\"nofollow noopener\">https:\/\/www.rac.ca\/update-on-simulated-emergency-test-saturday-october-31\/<br \/>\n<\/a><br \/>\n<b>For immediate release:<\/b><\/span><\/p>\n<p>For what is certainly the first time in history, the upcoming Simulated Emergency Test (SET) will be held during a real global pandemic \u2013 not a simulation.<\/p>\n<p>The SET is a North America-wide exercise in emergency communications, which is administered by Radio Amateurs of Canada (RAC) and the American Radio Relay League (ARRL).<\/p>\n<p>There are different circumstances throughout the country and the various levels of governments (local, municipal, provincial\/territorial and federal) continue to monitor the situation and develop strategies designed to ensure our safety while reducing the impact on the economy.\u00a0It is of utmost importance, therefore, that all participants ensure that they stay safe and respect the specific rules and requirements in their jurisdiction \u2013 municipal, provincial, territorial or federal.<\/p>\n<p>The rise in COVID-19 cases in various jurisdictions in Canada\u00a0\u2013 and especially in\u00a0<b>Ontario and Quebec<\/b>\u00a0\u2013\u00a0has led to new restrictions and guidelines. These new policies include such items as the upper limit on the number of people allowed to gather and the closure of public buildings.<\/p>\n<p>In\u00a0<b>Ontario<\/b>, the Simulated Emergency Test will continue to be held on\u00a0<b>Saturday, October 31,<\/b>\u00a0 but the initial plan to hold the SET on Wednesday, October 28 in some areas has been cancelled since access to Emergency Operations Centres located in Municipal offices is no longer permitted.<br \/>\n<b><br \/>\nSET Theme: A Severe Winter Storm<\/b><br \/>\n<b><br \/>\nPlanning for the SET<br \/>\n<\/b><br \/>\nIn Canada, the Simulated Emergency Test is administered by Emergency Coordinators (EC) and Net Managers (NM).\u00a0This year I am encouraging all Emergency Coordinators to do a\u00a0<a href=\"https:\/\/www.rac.ca\/update-on-simulated-emergency-test-saturday-october-31\/#planning\" target=\"_blank\" rel=\"nofollow noopener\">theme-based operation<\/a>\u00a0and to plan each stage using what 2020 has shown you so far and try to anticipate the next potential risk.<\/p>\n<p>Starting from the Call-Out to your After-Action Reports, all teams across Canada must use the following common theme:<b>\u00a0a severe winter storm<\/b>. We have provided some\u00a0<a href=\"https:\/\/www.rac.ca\/update-on-simulated-emergency-test-saturday-october-31\/#theme\" target=\"_blank\" rel=\"nofollow noopener\">examples<\/a>\u00a0of severe winter storms on the <a href=\"https:\/\/www.rac.ca\/update-on-simulated-emergency-test-saturday-october-31\/\" target=\"_blank\" rel=\"nofollow noopener\">RAC website<\/a> to help you with the planning process.<\/p>\n<p>Emergency Coordinators will be required to include a COVID-19 plan as part of their \u00a0SET plan.\u00a0As indicated above, all participants in the SET must follow the guidelines provided by the government and health officials in their respective area. The plan should include an outline covering social\/physical distancing if operating outside a member\u2019s personal residence.<\/p>\n<p class=\"yiv9161762963MsoNormal\"><span style=\"font-family: arial, sans-serif;font-size: large\"><br \/>\nA copy of the local Health Authority\u2019s COVID-19 recommendations will be emailed to all members participating in the SET.
